The Burrard Civic Marina Community Association (BCMCA) is a registered non-profit society, formed in 2013 by boat owners who moor their boats in Burrard Civic Marina.
The BCMCA's Constitution enshrines four goals:
(a) To promote boating safety at Burrard Civic Marina.
(b) To encourage fair value for user fees at Burrard Civic Marina
(c) To protect the environment at Burrard Civic Marina.
(d) To promote boating for the common person.
In contrast to exclusive yacht clubs with hefty fees, the existence of Burrard Civic Marina as a publicly-owned marina, within the Vancouver Parks Board system, is unique. To understand why the marina even exists, it is important to understand the reasoning included in the 1963 proposal to build the marina - namely, that the marina would serve "over 600 small boat owners of average income and would be a valued addition to Vancouver's recreational facilities."
Much of the rest of the marina's history has been lost to time, but this document, and the bronze plaque commemorating the opening in 1964 (and noting the involvement of the Woodward family), point to a crucial raison d'etre for the marina's existence, and the basis of how it should be operated and priced in the market.
We are a maritime city, surrounded by water, with access to a fantastic coastline and marine environment. The average citizen, given a reasonable ability and willingness to learn how to operate and maintain a boat, should be able to enjoy our surroundings. Other marinas cater to the wealthy, and there's plenty of that in Vancouver. Burrard Civic Marina is for the rest of us!
The BCMCA seeks to preserve Burrard Civic Marina as a safe and enjoyable sanctuary for the boating public, encourage the average citizen to explore the boating lifestyle and live the dream, and to protect access to that dream for all by encouraging reasonable fees. Alas, sometimes bureaucracies lose sight of this goal, and it is up to us to remind our elected representatives and public servants how this rare gem should be properly managed for now, and generations to come.
